In 1992, Tim Flaherty left Briggs & Morgan, P.A. to establish a law firm dedicated to serving cities in greater Minnesota.  Through the years, the firm has grown from exclusively providing legislative and regulatory advocacy services from its office in St. Paul to providing a full range of legal services.
