As an associate attorney in the firm’s St. Paul office, Chelsea focuses her practice on representing and consulting local governments throughout Greater Minnesota on labor and employment matters. Specifically, she concentrates much of her practice on drafting personnel, administrative and civil service policies, grievance responses, employment dispute settlements, and contract language. Chelsea also represents cities in negotiations, mediations, arbitrations and at hearings before the Office of Administrative Hearings and the Bureau of Mediation Services. Additionally, she advises on hiring, discipline, fitness-for-duty and other personnel actions.
Prior to joining Flaherty & Hood in 2018, Chelsea worked at a Minneapolis law firm specializing in employment law. Prior to entering law school, she worked as an account manager for an agency providing pre-employment background screening services for a variety of employers.
Chelsea graduated from the University of Minnesota Law School in 2018 with a concentration in Labor and Employment Law. During law school, she represented clients as a student attorney for the Employment Law Clinic, and updated the Minnesota Practice Series—Employment Law and Practice book as a research assistant to a professor. Chelsea was also a member of the school’s National Moot Court and an editor for the ABA Journal of Labor & Employment Law. She earned her B.A. from the University of Wisconsin–Madison in Legal Studies and Sociology in 2011.
