As an attorney and lobbyist at Flaherty & Hood, P.A.,  Joe concentrates his practice in the areas public utilities law, utility taxation, energy policy, and environmental law.   Prior to working for the firm, Joe worked for Thomson West, the Internal Revenue Service, and the United States House Committee on Science. 

Joe lobbies primarily on energy issues at the Minnesota State Capitol on behalf of a municipal power agency servicing greater Minnesota. He has gained extensive experience working on the renewable energy standard, conservation improvement program, federal and regional carbon emission reduction programs, and many other energy issues. 

Joe graduated from Marquette University in 1998 with a degree in philosophy and anthropology.  He graduated from the University of Wisconsin Law School in 2004 and is admitted to practice law in the states of Minnesota and Wisconsin.
