This week, Flaherty & Hood welcomed our newest team member, Cooper Silburn!

Cooper is joining us as a legal associate advocating for communities and businesses throughout Greater Minnesota as they navigate the complexities of federal and state environmental laws and regulations. Cooper’s practice covers a range of environmental legal and regulatory matters including the developing PFAS landscape, Superfund, brownfields, wastewater and water quality issues, as well as environmental review. Cooper works with technical experts and to develop and implement innovative and cost-effective legal and regulatory solutions for clients. Following admittance to the Minnesota Bar later this year, Cooper will become an associate attorney.

Prior to joining Flaherty & Hood in 2022, Cooper worked at the Minnesota Pollution Control Agency and at the Office of Governor Tim Walz and Lt. Governor Peggy Flanagan. He also worked on Superfund and environmental review issues with a private law firm. Cooper graduated from Mitchell Hamline School of Law. During law school he was an officer for the Environmental Law Society and an associate editor for the Law Journal of Public Policy & Practice. Before law school, Cooper graduated from the University of Minnesota Twin Cities where he studied journalism and art.

Cooper grew up in Minneapolis and now lives in Saint Paul. If he’s not wading through the nuances of environmental law, Cooper enjoys long runs, backpacking, wading through trout streams.
